      It is a controversial part of markets, but the SEC has kept it around for 30ish years bc they don't want exchanges to have a monopoly over order flow. PFOF lets market makers compete with exchanges for trades.

          I’m not certain SEC has the authority to stop the practice at this point. My gut is it it would be up to Congress.
