There are a few flaws imo in this argument (assuming CBOE are primarily refering to European options here); not enough end clients trade European Equity options today. And it's not because of a lack of liquidity or centralised system. OESX and ODAX are great examples

Both OESX/ODAX have v liquid underlying futures markets. But ODAX volumes are tiny and OESX volumes are ok, but not really comparable to any large options market globally. Surely the reason behind this isn't the market place - when it works well for futures?
