Just a reminder that Enron tried to jumpstart the water-trading market 20 years ago, with no success. Not sure what’s different now.

That makes sense. Enron’s counterparty strategy was crazy, whereas a real futures market for water could develop depth (sorry) and liquidity (sorry). Is there any good research on how much of a wholesale water market exists?
