If you mandate masks outdoors, then going outdoors, where it's, you know, safe, becomes much less desirable. So people stay indoors. Occam's razor would indicate that the policy achieved its intended result, if not its stated one.

People in Portland most behaved the same way after the mandate as they did before. Lots of true believers who never stopped outdoor masking.
