This is specific to "Pretextual traffic stops." It's basically an attempt to limit racial profiling by police. Seems like a good goal, no?

cops have contact with the same people over & over. black, white, hispanic, asian, doesnt matter. they know who is on probation|has warrants, when they pull over a someone they know has a warrant & he has an illegal gun on him, thats not someone who wants to better themselves.

Yes, but that presumes cops only pull over folk on probation that they know - they don't. Also, why harass people on probation? And unless the cops see a gun, they can't know the person has one. So folk without guns get stopped and searched.
