Indeed. It is a complex issue and of contradictory application, however, you can free your code, for example with a simple clause that says: Not allowed for military purposes or incorporate any other clause that gives meaning to the free nature of your work.

Why stop there! You could also sell kitchen utensils with a simple clause that it may not be used for stabbing people. Or we could sell phones with the clause that you can't use it to call people during dinner. If people do break the clause we can finally sue these evil sellers.
