Companies should reimburse philly based on social services needed to support them beyond their job. 40 hours a week, neeed foodstamps? 100 reimbursemrnt to philly. 10 hour a week, need x,y,z social support? Bill the co. for 25% of x,y,z. Stop them freeloading.
