Off the top of my head punisher and captain America around that time were huge flops. That's probably the real reason why But as a tasteless, prepubescent boy I thought they were awesome.
Also, the 30's characters were easily available. DC was stuck with Warners and Marvel had already sold off most of their characters piece meal. Also, people tried - Spiderman w/ James Cameron was a thing.
Also without modern CGI it's really hard to do superhero movies that use fantastical powers and tech ala Marvel
Pretty much all of Marvel requires CGI to work. The only Marvel hero that might have had a chance is Captain America. I’m still partial to Darkman from that era.
