Written before Marx moved to England before universal manhood suffrage (brought by the reforms of the 1860s). You kind of have to know the context of statements.

You're wrong. That's a very poor rule for a thinker who specifically tried to evolve to meet changing historical conditions. Might be helpful to read a good intellectual historian of Marx & democracy. I'd recommend Sidney Hook & Hal Draper.
