Eeeeeeeeeh. This really shouldn’t be considered outside of its context, which is the voting behavior of Northern blacks operating in politically constrained circumstances, to say the least. And even then, we’re looking at about two-thirds of black voters in the North.

I'd argue there was a complicated dynamic. To hold on to those newly Democratic black voters, party had to shift on civil rights (as per Clark Cliffords 1948 memo).
