Do neo-liberals not realize that literally every human being needs to urinate & defecate, so we as a society need to provide places where they can do that cleanly and in privacy?

Yes, it's called a home, and neoliberals are fighting exclusionary zoning ordinances and local control mechanisms to ensure everyone can afford one.
