5. I'm not sure Williamson can be dismissed as just outlier (although grant that most serious anti-abortion people wisely avoid talking about draconian punishments). He's the reductio ad absurdum of a common rhetoric.

I’d say that whoever wants to curtail abortion should start banging the drum HARD for Planned Parenthood, sex education in schools and every other resource out there educating about responsibility (on the part of men and women) and women’s health. Go ahead, I’ll wait...

He wants some of those levers restored, specifically the moral authority of the Church. A change in the law, by itself, will have only a limited effect. (I also think that he knows that such a restoration is unlikely.)
