That’s been a bit of prevailing wisdom of national Democratic campaigns. But the chase of marginal seems to not work the way it’s predicted. My theory is if you amp up your base, your supporters will canvass, phone bank, etc. John Kerry’s run was lackluster chasing margins.

You are missing the point. It’s about converting marginal Trump voters, not firm Trump supporters—for instance white suburban college+ who may not have voted for him but for the Comey letter.
