Because BLACK PANTHER comics (and all modern comics) rely on the direct market, which is insular, cannibalistic, and caters to a demographic comprised of an audience that is largely hostile to anything that upsets a fifty year old status quo.

In 1970s, if Marvel liked a property, they were willing to tolerate years of marginal sales till it found its audience. They did that with X-Men, Daredevil & Conan. Weren't willing to do that with Black Panther, which was a mistake.
