Not sure how you think you have enough info to conclude that it didn’t change the outcome. If Super PACs and ad buys can change the outcome of an election, then why wouldn’t state-sponsored propaganda / mass “information warfare” (the term used in Mueller’s indictment)?

Counterpoint: In an election as close as 2016 where the loser won the popular vote by +2.9 mil but lost crucial EC states by squeaky-thin margins every little bit of targeted influence may have helped/hurt, especially when only one side had an illegal data advantage.

Right you are. No single factor ever "changes the outcome." It's cumulative. If any of those factors was illegal/illicit, then the outcome loses legitimacy.
