Well, there is an evolution it's a complex one since I think most modern secular politics (from social democracy to libertarianism) traces back to historical classical liberals.

I’d say (indeed have said in print) something like that about preliberal, pre-18th c views. But the party-position of the liberals formed in the post-French-Revolutionary era when the various modern political ideas (including socialism) coalesced.

Benjamin Constant— the first really thoroughgoing classical liberal, and the first of the major theorists to identify as a liberal— was a contemporary of early socialists, not a shared ancestor of them. Same for the Manchester Liberals in Britain.

But Mill could identify as a Liberal and as a Socialist in some sense.
