He was making a distinction between "mature" nations & barbarism in context (Victorian England) where mature nations were understood to be white & barbarians non-white.

Except that in his day, the Irish were considered by many to be inferior. But not by Mill or Smith. They argued that all human beings were capable of being making their own decisions in light of what they saw as their own self-interest.

That's much truer of Smith than Mill -- if you consider Mill's "paternalism" (to use your word) to non-European societies.
