i was thinking about this. originally superheroes fought hitler and criminals. they were on the side of the govt, which was assumed to be good and working for our best interests.

Not all the early superheroes. The Sub-Mariner was pretty clear at war with existing social order.

i thought that the sub-mariner was a villain to start with. And then became a side-switching anti-hero, depending on how the editors and writers felt that particular season

I think it's ambiguous even in first story. But certainly fairly early in run he became a hero (or if you will anti-hero) who thinks existing social order stinks.
