Classical liberalism values free speech as a great good. It never seeks to shame, shun, or silence another. It works to enable a marketplace of free thought where, it believes, the best ideas will prevail. If you refuse to hear or dialogue with a conservative, you aren’t liberal.

Where did Mill write that ? I know he was imperialist (as in the head imperialist) but that is non-white self rule not mere non-white speech.

So they had misguided (by today's standards) ideas. Thankfully the frame is expanding as we move along, largely thanks to their very ideas. And thankfully the 21st century has vastly improved compared to the 19th.

Mill was elected by the abolitionist evangelicals as spokesman to prosecute in Governor Eyre controversy. Mill's egalitarian credentials are pretty good.
