In a variety, but not all, social contexts. Communism is a good context for centralized efforts like public health. Less so for distributed technology like consumer goods (Pinker's washing machine and refrigerator examples). Communism is a good context for tech surveillance.

China isn’t sealed off globally. I’m not saying they’ve made no in house innovations but they are beneficiaries of enlightenment enabled advances. For example: approx 75% of medical innovations today originate in the US
