Not overshadowed, no. Foreign actors were one of several real forces, in 2016 election, but not standout. Without existing voter suppression measures, it wouldn't have have tipped the balance (and vice versa). Also, this is -why- their racial propaganda worked.

They don't. Several reports demonstrate that voter suppression was equally important and decisive. One or the other alone wasn't sufficient to deliver the election. And by your own statement, racial propaganda was a big part of foreign interference.
