Seems like the crux is that right wing populism needs both "elites" above and scapegoated outgroups below -- what the "elites" have done is to favor the outgroups over the "people" for their own cynical purposes

Right -- r.w. authoritarianism typically posits middle class squeezed by evil elite (usually identified as Jewish) & underclass. But it also posits existence of good, patriotic elite (i.e. Trump). Hence not really populist.

I think you're right to argue over whether the term populist should be applied. But phrasing aside, I do think Hofstadter was right to focus on Birchers when many historians have treated the crazies as a sideshow, preferring to focus on doctrinaire types like Buckley and Will.

I agree. Populist makes it sound like it’s a movement to benefit the “Everyman” when in fact it’s goal is to elevate the elite. Trump makes good use of the term to confuse the base.

I am not entirely convinced by this argument. Per Laclau, I think there is compelling case for populism as politics built around people-elite antagonism.
