I'm not sure Bannon himself has much of a future in politics, but I think you're absolutely right that the brand of white nationalist populism that Bannon represents is essential to the Republican party maintaining its base—which is now almost solely made up of two white groups:

also 'regressive tax cuts' -- I am willing to guess that what you mean is how 'Property taxes are fundamentally regressive', therefore cutting them is a regressive tax cut. This is stated rather informally, while also being rather abstract. Good enough for you.
