I suspect this varies from problem to problem. For environment, you may be right. For some other problems, not so much. Plenty of fetishizing of government programs to be seen.

Government is required when the interests of multiple groups are opposed in a way that harms the common good. Healthcare is a good example :-) Full-on Libertarianism is inherently selfish and only works for the privileged few.
