Shanker opposed the community control of teaching that tried to put more black teachers in classrooms.

Ocean Hill-Brownsville was an early example of how AFT was willing to kick Black families and teachers aside for power. Shanker was called out by Black teachers over it years later when he attended an NEA convention https://mobile.nytimes.com/1972/06/29/archives/blacks-rebuff-shanker-at-nea-parley.html …

Cosmetically, AFT has done a lot to gain alliances with Black civil rights outfits. But the union was never outwardly bigoted. In the 1930s, it was the first union to welcome Black people into membership at a time when most unions excluded Black people. So that's not anything.

When it comes to its influence over education policy, AFT has always worked to preserve that influence, often at the expense of minority children and communities. Its focus on teacher certification also contributed to the decline in Black people working as teachers.

It is almost always about economics. Tribalism isn't just the fear and hatred of the proverbial other. It is also about viewing resources as limited, scarce, and therefore, must be kept by one group from one group for the benefit of the former to the detriment of the latter.

Teachers unions represent teachers, most of whom are White. The source of their economic benefit are children, mostly minority and poor. Therefore the racial dimension dovetails with the economic and political.
