No, this is wrong. Dems are winning the popular vote by a huge margin and the VA house is still tied 50-50 with a few seats in recount territory. The GOP gerrymander worked.

Dems won by 9 points in VA but will only get half the seats, an underperformance of 9%. (You would expect OVERPERFORMANCE on a neutral map bc of winner take All nature of single member districts)
