13. There are proper constitutional remedies for Trump (impeachment, 25th amendment). But GOP congress won't use them now. Maybe never.

Strictly speaking he has the unchecked authority to *order* a nuclear strike but it's possible that order would be disobeyed if he was being flagrantly unreasonable. Hard to say how much that counts for, though.
