I don't think Macron said that explicitly, it's more that he is a Hamiltonian (as is Obama).http://www.huffingtonpost.com/entry/obama-the-hamiltonian_us_59035608e4b02655f83c707c …

Debating the French terror of the 1790s is one thing, asserting France's democracy today is incomplete without a king in 2017 is another.

Also much political debate today is straight up royalism. Basically "Trump is a vulgar king mistreating his courtiers Mika and Joe."

That's the fault of USA constitution for not separating out figurehead of state from head of government, as proper nation's do.

Maybe. There's also a cultural element, a waxing and waning. POTUS not super important in late 19th, atomic bomb changed POTUS role, etc.

Sure, there are ups and downs -- but imperial presidency has been in place since late 1930s if not earlier.

Macron is referring to 1970s French political theory, which theorized democracy as empty of sovereignty: http://www.english.ucla.edu/faculty/gallaghe/files/HentdeVries.pdf …

Not saying they need a literal king, but that the empty "place where the king was" still exists in democratic politics.

The Constitution makes it possible. It hasn't always happened in practice.
