France is a monolithic country, not a federal republic made up of several states sharing sovereignty.

The difference is in "divided into regions" and "made up of states". France was a nation, then divided. The states existed before the nation

It's a false distinction. France was originally composed of warring nations. Parts of it belonged to Britain. It was never monolithic.
