They use follow-backs and anodyne tweets to build up legit-looking networks & history. It may be years before they're used.
Soon the eggs will be replaced with stock photos, often pretty girls. The bios will be weirdly vague on location, opinions, etc.
They want to read the mailbox tweets
. Same issue. I take a quick look at posts, following/followers, never follow back if sketchy, or block like a linebacker.

they seriously might just be people who want to read political twitter. Not "bots" as you claim.
Put them all on a private twitter list, then later when they change name/purpose you will already know they were fake accts.
