In speech, message is clearly about stop undocumented immigrants in total, not just those who belong to cartels.

What he said was a DOG WHISTLE and yes, he was talking about undocumented folks and, IMO, brown folks in general. Again, dog whistle.
Or acknowledge that there'd be no cartels if there wasn't AMERICAN DEMAND for the drugs.
Sessions doesn't acknowledge that vast majority of undocumented immigrants aren't criminals.
you misspelled "undocumented immigrants". It should be spelled "non-whites."
So intent of speech was to use minority of immigrants who are in cartel to justify harsher measures against all undocumented.
In sum, Sessions prepared remarks were disgraceful. He himself seems to agree since he toned it down upon delivery.
Sessions is a lawyer. Lawyers generally understand their words will be taken at face value and so they choose them carefully.
Or that many attempting to cross the border are fleeing violence and possible death. Heartless!
