If Trump were at all serious abt his own agenda (infrastructure), he would not give Congress a giant impeachable offense to invoke at will

The tax cut is the only sure thing. Everything else is a mindfield -- ACA, medicare, immigration.

Can do tax-cut-only budget+reconciliation, but they won't start with that. They'll lose 3-6 Rs on unpaid high-end tax cuts
