Yeah, "reason" is ambiguous there, he's not proposing it as a motivating reason, more as a justificatory reason.

Addemdum: It c'd work as motivating reason for someone in doubt, but he's not proposing that everyone believe *for that reason*.

In Pascal's fallacy of limited options there can be only his specific God (along with his peculiar hell and punishment) or no God.
