2. If I had to sum up Hoffmann in a phrase, I'd say he brought a Gaullist sensibility to foreign policy, very rare in America.

3. Americans of all political stripes tend to see foreign policy in ideological terms: democracy versus totalitarianism, etc.

4. De Gaulle, by contrast, thought nations were more important & primordial than ideologies. Hoffmann had that same basic insight.
