@keldenwilliam Of course the Soviets were spying on the USA, just as USA was spying on USSR. Spies are a side-show.

@keldenwilliam But anti-communist crusades preceded spying -- first Red Scare goes back to 1919 (and earlier anti-socialist suppression).
