      3. American non-recognition policy long predates Cold War: USA refused to recognize revolutionary Haiti because it overthrew slavery.

      4. During post-war years, USA didn't recognize Maoist China, so Canada served as back-channel for communication.

      5. During Vietnam war there was a complex back channel: North Vietnam talked to Poland which talked to Canada which talked to USA.
