Given the many veto points in USA political system and outsized power of regional gentry (the local rich of each state), the only way USA political system can work is if it's confronted by an external foe, which mobilizes unity and overcomes vetoes.

Bipartisanship in dismantling state capacity is maybe what you can achieve without a foreign threat but that seems, leaving policy merits aside, a diminishment of ambition from large-scale operations of WWII and Cold War.
