Given the many veto points in USA political system and outsized power of regional gentry (the local rich of each state), the only way USA political system can work is if it's confronted by an external foe, which mobilizes unity and overcomes vetoes.

This makes much more sense to me from a monetary standpoint. You need the US dollar to be reserve currency, protect with proof of violence. POV-> PoW AND POV -> PoS.

Has nothing to do with military acts, it has to do with our government going unchecked and the corrupt not being held accountable as well as the wealthy becoming above the law and influencers in laws and legal precedence. The system isn't dysfunctional it's completely broken.

I think he means it was functional in that it unified Congress to pass things like the Patriot Act and pursue the Afghan & Iraq wars. Things that hugely transformed the US. They were horrible things, but they did get done.
