There's two reasons that people vastly overstate the rate of demographic change in the US. One is the one you state, that the definition of "whiteness" changes over time as needed in order to ensure that "white people" can maintain their power. The other is the "one drop rule".

The census adheres to a notion of ethnic identity in which either you're white or you're not, and if you have even a little non-white heritage you're not.
