Considering the racial balance of the world population, it would be very difficult to come up with an immigration policy that was reasonably open and not explicitly racially discriminatory where the immigrants wouldn’t be less white than the current population

Historically Australia and New Zealand always preferred British migrants but had to widen their criteria because there simply weren't enough Poms to populate the antipodes, especially after they recovered from WW2. Discriminatory immigration policy eventually was axed.
