I don't think that's what she means anyway. I think she's talking about the sort of Whig-theory idea that there is an affirmative societal need for conservatives to cut spending and slow the pace of change

She's talking about a Republican party that is a necessary partner in managing the New Deal state in that someone needs to prevent it from expanding too quickly. In other words this is doe-eyed Cold War liberalism

Wishing for “conservative buy-in” is no different at al than pining for some once-upon-a-time Republican Party. “Conservative” is empirically anathema to liberal democracy, and so is any version of the Republican Party from the last 50 years.
