      Setting aside the ways that the Shelby County decision authorized making voting more difficult for some groups, there is also understanding at work here that democracy=simply majoritarianism. But a just democracy requires the protection of minority rights./3

      MLK argued that "the essence of democracy" is one in which all people are "partners in power" and the brief SC's Briggs v. Elliott case, which became part of the Brown decision, argued for the importance of citizens being equally able to develop their "capacities."/4
