i am not asking you about parties. i am asking you which officials should perform which particular acts in order to achieve the goal you want to achieve. what you saying is that the party should be more than just a campaign which is erected and packed back up every four years.

yes. obviously. but it is not. it is not fecklessness. it is impossible for a party to be "feckless." you are anthropomorphizing an entity which largely consists of decisions made at committee meetings, supervised by politicians who individually do not want it to rule them.
