I think this is only true if the Democrats actually try to mobilize the pro-choice majority with concrete policies -- i.e. if Dems get congressional majority they have to codify Roe, even if it means overturning filibuster.

The Senate, in its current form, won't. So it's meaningless. So Dems have to run on a plausible path whereby they can get a Senate majority (probably 52 or 53 seats) that will do this.

You can't rid of the filibuster with Manchin as the deciding vote. So you need 51 (or, given Casey, 52 or 53).
