I suppose where we disagree is that I think if the response to the real problem is so wildly disproportionate to the issue (true of both Soviet spying & terrorism) then our focus should be on hysterical response more than anything & reality of problem is almost secondary.

Overall that'd be my choice of emphasis, but with McCarthyism, there has always been a hint/connotation that the Red Menace was wholly illusory, and it's worthwhile to point out that unlike the Satanic Panic and Jenkem, the KGB really was messing around with CPUSA.

Really, I don't think we disagree nearly as much as we agree. McCarthy was an unmitigated bad. The question is exactly how to criticize him compared to other post-war panics. His panic exploited a more tangible threat, and a less factually incorrect threat, than say McMartin.
