"Defund the police" was always a marginal position advocated by a few activists & a scattering of lawmakers (mostly at municipal level). It was blown into national thing by GOP rightwingers & Dem centrists, out of a desire to beat down reform.

"Defund the police" was the *moderate* position among activists and the left writ large and was supported by a number of national figures. The left position was abolition. Yes, Joe Biden opposed it, but many other leading Dems winked and nodded at it to placate activists.

Biden is the party's standard bearer, he literally ran on giving more money to the police, which is what he's done. And Dems now routinely ignore police killings. Dems as a whole are pretty reactionary on these issues
