Read "Blitzed" about the Wehrmacht and amphetamines. Makes the case that the Germans seemed everywhere at once during the invasion of France because the drug let them stay alert for 36- and 48-hour days without sleep. Total force multiplier. (US bomber pilots also used them.)

As I understand it (my knowledge is shallow here), the German army encouraged low level officers to show initiative, which is a reason they were a lamentably effective force.

Ive read the same thing. German leaders were expected to be problem solvers, to assess the circumstances and determine the best course of action (at least until Hitler appointed himself CinC). Their main edge most of the war was tactics and training.

one big reason Hitler's army fell apart in 1944 was because of the massive Soviet offensive launched to coincide with DDay but idea German leadership couldn't think for themselves is nonsense...their defensive strategy, particularly in the east, was phenomenal

True only to the extent GER's nco and jr grade officer crops had been ground down by years of fighting. All armies in the field in Europe by 1944 were conscript armies (Ambrose's Band of Brothers was an exception).

To put it politely, what Beschloss is saying there is pure nonsense. "Main" fighting is a bit nonsensical, too. More costly? Definitely. But 8th AF had something to do with victory in the East.
