That's probably right but there's also a change. From the start Putin's been a Russian revanchist but until recently he exercised some prudence & calculation in gaining his goals. What we're seeing now is much more reckless.

He could also have been misinformed by his spy chiefs and his generals, who told him what they thought he wanted to hear. That's a classic problem of 'the general in his labyrinth.' And there seems little doubt the Russian military expected the Ukrainians to cave in fast. 1

The Russian military isn't 10 feet tall, but it isn't 2 feet tall either. Had they thought the Ukrainians would put up the kind of resistance they did in front of Kyiv they would have come in a lot heavier. Lastly, I think Putin counted on German running interference for him. 2
