There is a weird disjunction between Biden's maximalist rhetoric (if you say war crimes and genocide, then only solution is regime change) and his prudent policy actions (arming Ukraine but not creating no fly zone). It’s not true that the only solution is regime change. Expelling the invader and bringing Ukraine into the warm embrace of NATO could stop the attempted genocide and prevent future aggression.

Ordinary people can call it genocide but if they are using an expansive definition of the term they should also be consistent & apply it to many actions of USA and its allies.

It’s not an expansive definition. It’s the framework in the UN convention on genocide that you just cited—an intentional effort to completely or partially destroy a group based on nationality, ethnicity, etc.

It’s an utterly standard definition of genocide and there’s heaps of evidence from Putin’s speech outlining his goals, to the genocide manual published in state media to the fact they brought mobile crematoria and 10s of thousands of body bags for a “3 day” operation.

The only sense in which you might consider it expansive is that it’s still largely an attempted genocide rather than a completed one because Russia is being vigorously contested.

Expansive in terms of USA policy. Note that Bill Clinton was unwilling to use genocide in much more clear cut case of Rwanda. Leaving aside USA allies where, again, it's more clear cut.
