There is a weird disjunction between Biden's maximalist rhetoric (if you say war crimes and genocide, then only solution is regime change) and his prudent policy actions (arming Ukraine but not creating no fly zone). It’s not an expansive definition. It’s the framework in the UN convention on genocide that you just cited—an intentional effort to completely or partially destroy a group based on nationality, ethnicity, etc.

It’s an utterly standard definition of genocide and there’s heaps of evidence from Putin’s speech outlining his goals, to the genocide manual published in state media to the fact they brought mobile crematoria and 10s of thousands of body bags for a “3 day” operation.
